Added Features
- Added the ability to shrink/enlarge the game screen.

The big change in this release is that the AI gains the powerups that it shoots.
If the AI shoots down a Rate of Fire powerup, then the computer will shoot faster
at you, etc. The computer also carries over the powerups it earns to the next rounds.

- Increased AI difficulty (damage bonuses) on rounds 9 and higher
- Increased cap on player damage bonuses
- Added "fire burst" powerup
- Improved AI accuracy when shooting from heights
- Enemy tanks take on powerup attributes when they shoot them

Gameplay changes and bug fixes.

- Increased powerup drop frequency
- Increased uzi damage

- Increased max hit point cap, damage bonus cap, and rate of fire bonus cap
- Minor improvements in map load time
Bug Fixes
- Wind indicator arrow now displays correct direction and magnitude.
- Fixed problem with accruing points when you damage yourself.
- Negative points now total correctly when you are hit by an enemy.
